To authorize any Member of the House of Representatives to direct that unobligated funds remaining in such Member's Official Mail Allowance at the end of each session of Congress be paid to the State which such Member represents.

Authorizes a Member of the House of Representatives to direct that any unobligated funds remaining in such Member's Official Mail Allowance at the end of each session of the Congress be paid to the State which he or she represents in the House.

Limits State use of such funds to purposes previously authorized by law.
