To require a 2-year moratorium on the burning of hazardous wastes in cement kilns, and to provide for a study by the Administrator of the Environmental Protection Agency.

Prohibits, for a two-year period, the burning of hazardous waste in cement kilns.

Directs the Administrator of the Environmental Protection Agency to study and report to the appropriate congressional committees on the environmental effects of burning hazardous waste in cement kilns.
