To amend chapter 44 of title 18, United States Code, to prohibit the manufacture, transfer, or importation of 25 caliber and 32 caliber ammunition.
Violent Crime Prevention Act - Amends the Federal criminal code to prohibit the manufacture, transfer, importation, sale, or delivery of .25 or .32 caliber ammunition, except for testing authorized by the Secretary of the Treasury. Permits the manufacture of such ammunition for the use of the United States or any State or local government.
Imposes a licensing fee of $1,000 per year for manufacturers and importers of .25 and .32 caliber and armor-piercing ammunition.
Requires licensed importers and manufacturers to mark all .25 and .32 caliber ammunition and ammunition packages as prescribed by the Secretary by regulation.
Sets penalties for possession of .25 or .32 caliber ammunition during the commission of a crime of violence or drug trafficking crime.
