To amend title 11 of the United States Code with respect to executory contracts and unexpired leases involving airport terminals, aircraft gates, and related facilities, and to permit governmental units to serve on committees of creditors and equity security holders with respect to certain claims.

Amends Federal bankruptcy law regarding a debtor's executory contracts and unexpired leases related to use of airport facilities to cite circumstances under which a bankruptcy trustee must surrender to an airport operator the use and possession of such facilities.

Modifies the definition of "person" as it applies to a governmental unit.
