To amend the Internal Revenue Code of 1986 to permanently extend the research and experimental credit and to reinstate the investment tax credit.

Amends the Internal Revenue Code to make permanent the tax credit for increasing research activities.

Provides for reinstatement of the ten percent investment tax credit.
