Amends the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to include as eligible for CHAMPUS benefits a member of the armed forces (and dependents) who has completed eight or more, but less than 20, years of active service and who is involuntarily or voluntarily separated from such service after September 30, 1990. Provides that such eligibility shall begin on the date of separation and run for a period equal to one-third of the total period of active service.
