Historic Sites Selection Reform Act of 1992 - Amends the Historic Sites, Buildings, and Antiquities Act to prohibit the obligation or expenditure of funds by the Secretary of the Interior to carry out such Act: (1) unless their appropriation has been specifically authorized by law enacted on or before enactment of this Act; or (2) in excess of the amount prescribed by law enacted on or after such enactment. Specifies that such provision shall not prohibit or limit the expenditure or obligation of any funds appropriated prior to January 1, 1993. Authorizes appropriations.
