Designates a specified area in California as the Monterey Bay National Marine Sanctuary, subject to a certain condition.
Directs the Secretary of Commerce to issue a management plan and regulations for the Sanctuary. Prohibits exploration for, developing, or producing of oil, gas and other minerals in it.
