To amend the Internal Revenue Code of 1986 to extend the treatment under section 936 of such Code to income from investments in Caribbean Basin and certain other countries.

Amends the Internal Revenue Code to extend the Puerto Rico and possession tax credit (under the Caribbean Basin Economic Recovery Act) to income from investments in Bolivia, Colombia, Ecuador, and Peru.
