To amend title 39 of the United States Code to provide for door delivery of mail to the physically handicapped, and for other purposes.
Mail Delivery to Physically Handicapped Act of 1991 - Amends Federal law to require, upon approval of an application which includes a physician's certification of need, the delivery of mail to the door of handicapped individuals.
