American Industry Revitalization Act of 1991 - Establishes as an independent entity the National Industrial Revitalization Board to provide loans and loan guarantees to assist qualified business concerns in their expansion and modernization. Sets forth eligibility and assistance criteria (including loans and loan guarantees), and Board capitalization guidelines.
Requires the Board to submit quarterly status reports to the Congress. Establishes a ten-year Board termination deadline. Authorizes appropriations.
