Amends the Federal Water Pollution Control Act to require applicants for Federal permits to conduct activities which may result in discharges in navigable waters to provide the permitting agency with a certification from the State where the activity will occur or in which the discharge originates (currently, the State in which the discharge originates) that the activity will comply with water quality standards and allow for protection and maintenance of designated uses. Applies certain review requirements for federally licensed or permitted facilities or activities that may result in discharges into such waters to activities that may result in degradation or impairment of designated uses.
