To amend subpart 4 of part A of title IV of the Higher Education Act of 1965 to require the Secretary of Education to carry out an advanced placement test fee payment program, and for other purposes.
Higher Education Access Act - Amends the Higher Education Act of 1965 to direct the Secretary of Education to carry out, by contract, an advanced placement test fee payment program for low-income individuals who are enrolled in an advanced placement class and plan to take an advanced placement test.
Requires the Secretary to disseminate information on the availability of test fee payments under such program to eligible individuals through secondary school teachers and guidance counselors.
Authorizes appropriations.
