National Electric and Magnetic Fields Research and Public Information Dissemination Act - Establishes the Electric and Magnetic Fields Interagency Committee, designating the Department of Energy, through the Office of Health, as the Committee's lead agency.
Establishes the National Electric and Magnetic Fields Advisory Committee.
Requires the Interagency Committee to submit: (1) to the Advisory Committee a comprehensive agenda for research on the possible human health effects of electric and magnetic fields, with particular emphasis on the electric and magnetic fields produced by electricity of the 60 Hertz frequency; and (2) to the Secretary of Energy recommendations on the scope and nature of research information to be disseminated to the public. Requires the Advisory Committee to establish research priorities consistent with the Interagency's agenda.
Directs the Secretary, after receiving the Advisory Committee's priorities, to establish a program to conduct such research. Authorizes grants and contracts for it.
Directs the Secretary, acting through the Division of Health Communication and Coordination of the Office of Health, to establish a program to collect, compile, publish, and disseminate to the public information on electric and magnetic fields and their possible human health effects, especially fields produced by the 60 Hertz frequency.
Authorizes appropriations.
Declares that it is the sense of the Congress that remedial action taken by the Government on electric and magnetic fields, if and as necessary, should be based on, and consistent with, the results of the research authorized by this Act and other scientifically valid research.
