To amend the National Labor Relations Act with respect to the right to organize of certain security personnel.

Amends the National Labor Relations Act to provide that a specified prohibition against certification of labor organizations representing both "guards" and other employees, for collective bargaining unit purposes, is to be applied only in the case of "plant security guards" whose primary responsibility is to prevent employee disorders and misconduct.
