Amends the Mineral Leasing Act to direct the Secretary of Agriculture to promulgate regulations governing all activities in the exercise of rights to non-Federal oil and gas within any area administered by the U.S. Forest Service.
Permits an individual, subject to certain conditions, to file a civil suit against the appropriate party or parties (including the United States) for violation of this Act.
Gives the court discretion to order that civil penalties be used in beneficial mitigation projects relating to environmental harm resulting from the exercise of non-Federal oil and gas rights within the national forests.
