To amend the Head Start Act to entitle certain eligible children to receive Head Start services, and for other purposes.
Head Start Entitlement Act of 1992 - Amends the Head Start Act to entitle all of specified eligible children who are three years of age or older to receive services through a Head Start program.
Directs the Secretary of Health and Human Services to reserve specified funds under such Act for parent-child centers.
