To amend the Metropolitan Washington Airports Act of 1986 to modify the composition of the Board of Review of the Metropolitan Washington Airports Authority, and for other purposes.
Metropolitan Washington Airports Act Amendments of 1991 - Amends the Metropolitan Washington Airports Act of 1986 to revise provisions with respect to the composition, and terms and qualifications of members, of the Metropolitan Washington Airports Authority.
Requires procedures established by the Board of Review of the Airports Authority to include requirements for the selection of a Board Chairman. Subjects the following Airport Authority actions to review by the Board: (1) annual plans for the issuance of bonds; (2) the award of approved contracts (other than a contract in connection with the issuance or sale of bonds which is executed within a specified time); (3) approval of terminal design or airport layout; and (4) the authorization for the acquisition or disposal of land and the grant of a long-term easement.
Sets forth provisions with respect to congressional approval or disapproval of Airport Authority actions.
Establishes a new Board of Review for the Metropolitan Washington Airports Authority.
