Directs the Secretary of Agriculture to transfer the right, title, and interest in certain forest service lands in Nevada in exchange for the right, title, and interest in specified privately-owned lands in the State. Provides that such lands acquired by the United States shall be administered as part of the Humboldt National Forest and the East Humboldts Wilderness or Ruby Mountains Wilderness.
