Directs the Administrator of General Services, under specified conditions, to convey certain lands in the District of Columbia to the Columbia Hospital for Women to provide a site for the construction of a facility to house the National Women's Health Resource Center.
Requires the Hospital to maintain three satellite health centers to provide health and counseling services for women and children (one of which shall be exclusively for teenage women and their children).
Provides that property conveyed under this Act shall revert to the United States if the Resource Center is not operating by a specified date or if the property is being used for other purposes at any time. Makes the Hospital liable for damages if it fails to operate the satellite health centers. Authorizes the Administrator to waive the imposition of damages under certain conditions.
