To direct the Secretary of the Interior to conduct a study concerning the designation of the Morris and Delaware and Raritan Navigation Canals in the State of New Jersey as national heritage corridors.
New Jersey Historic Canals Act of 1991 - Directs the Secretary of the Interior to study and report to the President, the Congress, and the Governor of New Jersey on the: (1) designation of the Morris Navigation Canal area and the Delaware and Raritan Navigation Canal area in New Jersey as national heritage corridors; and (2) preservation, protection, enhancement, enjoyment, and use of the historic, economic, natural, recreational, scenic, cultural, and scientific resources of such areas. Authorizes appropriations.
