Repeals provisions of: (1) the Agricultural Trade Development and Assistance Act of 1954 concerning debt forgiveness on payments due to the Commodity Credit Corporation and debt reduction under the Enterprise for the Americas Initiative; (2) the International Narcotics Control Act of 1989 concerning debt-for-drugs exchanges; (3) the Foreign Assistance Act of 1961 and the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1989 concerning debt relief; and (4) the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1991 concerning adjustment of Poland's and Egypt's debt.
Prohibits the President, for purposes of providing debt relief to a foreign government, from using the authority of any law to relieve such government of liability on account of loans or credits provided under any program for which budget authority is provided by the annual Foreign Operations, Export Financing, and Related Programs Appropriations Act.
