Amends the Public Health Service Act to give, to States adopting measures relating to medical malpractice liability that give incentives to health care providers to provide services to individuals unable to pay, priority for assistance under provisions relating to: (1) migrant and community health centers; and (2) health services for the homeless and residents of public housing.
Amends the Stewart B. McKinney Homeless Assistance Act to give priority to such States for assistance under provisions relating to: (1) comprehensive homeless assistance plans; and (2) discretionary allocations for urgent needs of homeless persons.
