Amends Federal law to include the Laguna de Santa Rosa in the area of the Russian River (California) basin for which a fishery study is mandated. Modifies the contents of the study. Includes specified expenditures by the California State Coastal Conservancy and the County of Sonoma in the required State contribution to the fishery study. Authorizes appropriations.
