Amends the Airport Noise and Capacity Act of 1990 to exempt from the noise and access restriction review process regarding operation of Stage 2 and Stage 3 aircraft certain local government actions to: (1) enforce a negotiated airport aircraft access agreement between the airport operator and the aircraft operator; and (2) establish on a mandatory basis the voluntary access restrictions currently in effect at the airport pursuant to a legal agreement and to a resolution of the County Board of Legislators.
