Directs the Administrator of the Environmental Protection Agency (EPA), acting through the Office of Research and Development, to enter into an arrangement with the National Academy of Sciences to conduct a study of the environmental research basis for wetlands delineation. Requires the Academy to report the findings of the study to the Congress, along with recommendations for legislative and administrative actions. Authorizes appropriations.
Expresses the sense of the Congress that the EPA should not adopt proposed revisions to the Federal Manual for Delineating Wetlands until six months after the Academy submits such report.
