Establishes the Real Property Asset Disposition Council as a mixed-ownership government corporation to: (1) develop a government-wide policy for the disposal of eligible real property, including increasing the availability of such property to low- and moderate-income families; (2) develop and maintain a central government-wide inventory of eligible real property; (3) establish an institute to train government employees in real estate management; and (4) report annually to the President and the Congress regarding its efficacy and the results of a certain demonstration project to evaluate the feasibility of establishing a central servicing agency for the disposal of eligible real property.
Terminates the Council five years after enactment of this Act.
