Entitled: "Food For Emerging Democracies Act of 1991".
Food for Emerging Democracies Act of 1991 - Amends the Food Security Act of 1985 to include private entities and the Soviet Union, its successor, or its individual republics as eligible entities for commodity agreements under the Food for Progress Act of 1985.
Amends the definition of "commodity."
Authorizes commodities to be provided on credit terms.
Repeals FY 1992 funds and commodity restrictions.
Amends the Agricultural Trade Act of 1978 to amend the definition of "agricultural commodity."
Authorizes export sales financing under the direct credit sales and the export credit guarantee programs to assist emerging democracies.
Authorizes the FY 1992 waiver of the credit guarantee program debt repayment requirement for the Soviet Union, its successor (including Latvia, Estonia, and Lithuania), or its republics under urgent or critical circumstances.
Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to make export credit guarantees in emerging democracies available for the provision of services or U.S. produced goods.
Authorizes the integration of export assistance programs in order to meet foreign needs and promote U.S. agricultural exports.
Directs the Secretary of Agriculture to establish the E. (KiKa) de la Garza Agricultural Business and Educational Fellowship Program to develop agricultural markets in emerging democracies and promote cooperation and educational exchanges between the United States and the Soviet Union (or its successor, including Latvia, Estonia, and Lithuania, or any of its republics). Increases program funding (from a current program). Establishes a related advisory committee.
Expresses the sense of the Congress that the President should encourage the involvement of suitable multi-national organizations in monitoring the transport and distribution of food assistance to the Soviet Union, its successor, or any of its republics.
