Amends the Illinois and Michigan Canal National Heritage Corridor Act of 1984 to authorize appropriations for the Illinois and Michigan Canal National Heritage Corridor Commission.
Authorizes the Commission to provide funds to Illinois, its local government, or to any person, pursuant to a cooperative agreement under such Act to assist in the development of capital improvement projects necessary or appropriate to implement the plan.
