To amend title 39, United States Code, to prohibit the mailing of medical waste except in limited circumstances.
Medical Waste Mail Control Act of 1991 - Amends Federal law to make medical waste a nonmailable matter. Provides that such waste shall not be carried or delivered by the Postal Service unless it is: (1) mailed by registered mail, return receipt requested; (2) addressed to a treatment or disposal facility in the same State as the hospital or other source of its origin; and (3) sorted, packaged, labeled, and prepared in accordance with Postal Service requirements.
Sets forth penalties for violations of this Act.
