Health Professions Education Amendments & Nurse Education Improvement bill

Health Professions Education Extension Amendments of 1992 - Title I: Health Professions Education - Replaces title VII (Health Research and Teaching Facilities and Training of Professional Health Personnel) of the Public Health Service Act with a new title: Health Professions Education.

Establishes a program of federally insured loans for health professions students. Limits the amount of new loans made and installments paid. Prohibits new insurance after a specified date. Authorizes the Student Loan Marketing Association to deal in the loans.

Limits loans to a student. Pledges the full faith and credit of the United States for all principal.

Mandates a reduction in Federal reimbursements or payments to defaulted borrowers for health services. Regulates discharge in bankruptcy. Makes Federal and State statutes of limitations inapplicable to collection actions.

Requires borrowers to pay insurance premiums at rates based on the default rates of the educational institution involved. Allows institutions to pay off defaults to reduce their default rates.

Establishes, in the Division of Student Assistance of the Bureau of Health Professions, the Office for Health Education Assistance Loan Default Reduction. Authorizes obligation of funds under these provisions for administration of the Office.

Establishes a student loan insurance account funded by premiums and other amounts connected with the program. Authorizes the Secretary of the Treasury to make loans to the account.

Authorizes Federal credit unions to make insured loans under these provisions.

Authorizes appropriations.

Provides for a health professions schools student loan program funded by Federal capital contributions and contributions by the schools.

Requires borrowers in medical or osteopathic schools to practice in primary care until their loan is repaid. Requires that minimum percentages of the graduates of such schools be in primary care residencies or practices.

Provides, as a part of the student loan program, for loans to students from disadvantaged backgrounds. Authorizes appropriations.

Mandates grants to schools of medicine, osteopathic medicine, and dentistry for scholarships for students in exceptional financial need. Authorizes appropriations.

Authorizes grants to health professions schools for scholarships for individuals from disadvantaged backgrounds. Authorizes appropriations.

Establishes a program of health professions educational loan repayments in return for service on the faculty of health professions schools. Requires the school to make principal and interest payments during the service period.

Authorizes grants to and contracts with health professions schools for fellowships to increase the number of underrepresented minority faculty. Requires the schools to be able to provide health services to rural or medically underserved populations. Authorizes appropriations.

Mandates: (1) grants to health professions schools for programs of excellence in education for minority individuals, including regarding minority students, faculty, and health issues; and (2) designation of recipients as centers of excellence. Authorizes appropriations.

Authorizes grants to and contracts with health professions schools for the education of individuals from disadvantaged backgrounds. Lists authorized uses of the funds, including identifying, recruiting, and counseling individuals, providing preliminary education before entry into the regular course of instruction, and paying scholarships. Authorizes appropriations.

Mandates financial assistance to schools of medicine and osteopathic medicine for: (1) area health education center programs; and (2) area health education and training centers. Authorizes appropriations.

Authorizes grants and contracts for various types of training relating to family medicine, internal medicine or pediatrics (with an emphasis on general internal medicine or general pediatrics), general dentistry, physician assistants, and primary care podiatric medicine. Authorizes appropriations.

Authorizes grants to a public health training institution for traineeships in a field in which there is a severe shortage of professionals.

Authorizes grants to and contracts with schools of public health for projects in furtherance of goals set by the Secretary of Health and Human Services for the year 2000 and student training in preventive medicine, health promotion and disease prevention, improving access to and quality of health services in medically underserved communities, or reducing domestic violence.

Authorizes grants and contracts to residency programs in preventive medicine and dental public health and to provide financial assistance to residency trainees.

Authorizes appropriations for the grants and contracts authorized in these provisions relating to public health and preventive medicine.

Authorizes grants and contracts, regarding allied health professions, for: (1) advanced training; (2) traineeships or fellowships for post baccalareate students; and (3) increasing the number of individuals trained. Authorized appropriations.

Authorizes grants for: (1) traineeships in health administration, hospital administration, or health policy analysis and planning; and (2) assisting health administration programs in preparing students for employment. Authorizes appropriations.

Authorizes grants and contracts for training and curriculum development regarding the health care needs of individuals with infection with the human immunodeficiency virus (HIV disease). Authorizes grants regarding oral health care of individuals with HIV disease. Authorizes appropriations.

Authorizes grants and contracts for training and curriculum development in geriatrics, including training to teach geriatric medicine, psychiatry, dentistry, or optometry. Authorizes appropriations.

Authorizes grants and contracts regarding rural health care training, access, delivery, research, and recruitment and retention. Authorizes appropriations.

Authorizes grants and contracts for research on the effect of certain policies and practices on specialty decisions and related matters. Authorizes appropriations.

Authorizes grants and contracts for demonstration projects involving collaboration between chiropractors and physicians to identify and treat spinal and lower back conditions. Authorizes appropriations.

Requires, in making grants or contracts under provisions of this Act, preference for service to medically underserved areas.

Mandates the collection and analysis of demographic data on health professions personnel and projections of the supply of and requirements for the health professions by specialty and geographic location. Authorizes related grants to and contracts with States. Authorizes grants, or contracts and cooperative agreements, for a uniform data reporting system.

Sets forth miscellaneous requirements regarding this title and: (1) development and publication of statistics and other information on public and community health personnel; (2) discrimination in admission on the basis of sex; (3) obligated service; (4) peer review; and (5) differential tuition and fees.

Title II: Nurse Education - Nurse Education and Practice Improvement Amendments of 1992 - Amends title VIII (Nurse Education) of the Public Health Service Act to replace provisions relating to special projects with provisions authorizing grants and contracts for: (1) increasing the number of students in professional nursing programs; (2) noninstitutional practice arrangements to demonstrate methods to improve primary care access in medically underserved communities; (3) continuing education for nurses serving in medically underserved communities; and (4) fellowships for attendance at programs of practical or vocational nursing of individuals employed by nursing facilities or home health agencies as nursing paraprofessionals. Authorizes appropriations.

Authorizes grants and contracts to plan and operate advanced nursing degree programs and primary health care nursing programs. Authorizes appropriations.

Authorizes appropriation for remaining special projects provisions.

Replaces provisions regarding grants for professional nurses' traineeships with provisions authorizing grants for traineeships for nursing advanced degree programs. Authorizes appropriations.

Modifies requirements regarding traineeships for licensed registered nurses to become nurse anesthetists. Authorizes appropriations.

Changes requirements regarding allotments and payments of Federal capital contributions to, and distribution of assets from, nursing school student loan funds.

Sets forth miscellaneous requirements regarding certain provisions of title VIII of the Act and: (1) breach of an agreement for obligated service; (2) peer review; and (3) preferences in making awards.

Removes several different provisions regarding nursing student loan repayments in consideration of service and related provisions regulating service agreements, repayments, breach of agreements, priorities, and definitions. Adds provisions covering similar matters. Authorizes appropriations.

Renames the Advisory Council on Nurses Education as the National Advisory Council on Nurse Education and Practice.

Changes the due date for a report on evaluations of projects carried out under title VIII of the Act.

Title III: Miscellaneous Provisions - Establishes the Council on Graduate Medical Education and the National Commission on Allied Health.

Mandates a study on: (1) factors affecting the supply of clinical laboratory technologists in medically underserved and rural communities; and (2) alternative routes for certification of such technologists.

Authorizes grants for developing residency training programs in emergency medicine. Requires that the programs provide training in identifying and referring cases of domestic violence. Authorizes appropriations.

Amends title II (General Powers and Duties) of the Public Health Service Act (PHSA) to allow individuals to fulfill clinical traineeship service obligations in a Federal or State correctional facility.

Amends the Higher Education Act of 1965 (HEA) to provide for the consolidation of student loans made under provisions of the HEA and title VII of the PHSA. Extends the termination date of consolidation authority.

Establishes the National Advisory Council on Medical Licensure. Mandates a study comparing licensing of domestic and international medical graduates.

Requires that all trainees under titles VII or VIII of the PHSA receive instruction in bloodborne disease transmission prevention.

Mandates a study of the effectiveness of programs under such titles in: (1) increasing the number of primary care providers, nurses, and allied health personnel; (2) improving the geographic distribution of health professionals in underserved and rural areas; and (3) recruiting and retaining minority individuals in health professions schools.

Delays until a specified date the application to maple syrup of certain provisions of the Federal Food, Drug, and Cosmetic Act prohibiting inconsistent State regulation standard of identity and labeling.

Repeals PHSA provisions setting forth requirements with respect to the application and award process for certain programs. Amends provisions of the ADAMHA Reorganization Act setting forth temporary allotment rules for certain block grants under the PHSA to specify special rules applicable to San Francisco, California.
