Southeast Region African American Educator Institute Act - Authorizes the Secretary of Education to provide financial assistance to pay all of the cost of construction, and related expenses, for the establishment of the Southeast Region African American Educator Institute at Knoxville College, in Knoxville, Tennessee, to be used as a national and regional resource and education center.
Authorizes appropriations.
