To amend the Hazardous Materials Transportation Act to revise the system for designating hazardous substances and for other purposes.
Hazardous Materials Listing Act - Amends transportation law to provide for the designation of materials that may pose an unreasonable risk to the environment when transported as hazardous materials.
Amends the Federal Railroad Safety Act of 1970 to include in emergency powers the authority to abate situations which involve a hazard of substantial harm to the environment.
Requires the Secretary of Transportation, in the administration of the Hazardous Materials Transportation Act, to consult on a regular basis with the Administrator of the Environmental Protection Agency to ensure that the designation of hazardous materials includes all hazardous materials that may be accidentally discharged into the air, water, or soil by any carrier.
