To provide for the provision of United States agricultural commodities to the Soviet Republics in exchange for petroleum products provided by such republics.
Emergency Exchange for Democracy Act of 1991 - Directs the Secretary of State to negotiate agreements with any Republic of the Soviet Union under which the United States would provide agricultural commodities to that republic in exchange for petroleum products. Requires the Agency for International Development and the Commodity Credit Corporation to assist in the provision of the agricultural commodities.
Requires the funds made available for FY 1991 and 1992 for acquisitions for the Strategic Petroleum Reserve (SPR) to be available for the acquisition and provision of such agricultural commodities.
Requires the deposit of petroleum made available under this Act in the SPR.
