To amend the Internal Revenue Code of 1986 to provide for inflation adjustments to the income levels at which social security benefits are subject to income tax.

Amends the Internal Revenue Code to provide for an inflation adjustment to the inclusion in gross income of old-age, survivors and disability insurance and certain railroad retirement benefits when there is an increase in such benefits.
