To amend the Higher Act of 1965 to require special consideration in student aid decisions for students from families whose assets have been restricted because of bank and credit union failures.

Amends the Higher Education Act of 1965 to provide for special consideration and adjustments of expected family contribution in student aid calculations to reflect the family's or student's lack of discretion and control over assets frozen in checking and savings accounts due to a State declaration of a bank emergency.
