To amend the Higher Education Act of 1965 to student aid calculations from being based on assets in accounts that have been frozen by State action, and for other purposes.

Amends the Higher Education Act of 1965 to exclude assets frozen in checking and savings accounts due to a State declaration of a bank emergency from consideration in determination of the expected family contribution in student aid calculations.
