To amend the Small Business Act to provide women-owned small business concerns eligibility for participation in certain programs which provide opportunities to perform Federal procurement contracts, and for other purposes.

Amends the Small Business Act to make women-owned small business concerns eligible to participate in its subcontracting programs.

Declares that the community property laws of a jurisdiction shall not be applied in determining eligibility of a women-owned business to participate in such programs.
