Amends the Anti-Drug Abuse Act of 1988 to extend through FY 1994 the authorization of appropriations for specified programs for drug abuse education and prevention: (1) relating to youth gangs; and (2) for runaway and homeless youth.
Directs the Secretary of Health and Human Services to report annually to specified congressional officials on the program of drug education and prevention relating to youth gangs. Includes, as eligible grant and contract recipients under such program, consortia of local education, juvenile justice, employment, and social service agencies.
