Grants the consent of the Congress for States to enter into agreements with foreign governments relating to the recognition and enforcement of court-ordered spousal or child support maintenance obligations.
Expresses the sense of the Congress that: (1) the Secretary of State should examine specified international conventions relating to such obligations to determine whether they are appropriate for ratification by the United States; and (2) the President should submit any appropriate convention to the Senate for ratification.
