Amends the Federal Aviation Act of 1958 to direct the Administrator of the Federal Aviation Administration to update and arrange for publication (for the optional use of pilots operating under visual flight rules) clearly defined navigational routes through complex terminal airspace areas, and to and from airports located within such areas, where publication of such routes would promote safety in air navigation.
