Houston-Galveston Navigation Safety Advisory Committee Act of 1991 - Establishes the Houston-Galveston Navigation Safety Advisory Committee to advise the Secretary of the Department in which the Coast Guard is operating regarding the transit of vessels and products to and from the ports of Galveston, Houston, and Galveston Bay.
