To amend the Federal Election Campaign Act of 1971 to increase the limitation amount applicable to contributions to candidates in Federal elections by individuals, to decrease the limitation amount applicable to contributions to such candidates by nonparty multicandidate political committees, and to provide for a voluntary limitation on contributions from other than individual district residents in House of Representatives elections.
Grass Roots Campaign Finance Act of 1991 - Amends the Federal Election Campaign Act of 1971 to increase the limitation on contributions to candidates for Federal office to $2,000 (currently $1,000) in the case of an individual.
Decreases the limitation on contributions to such candidates by multicandidate political committees to $2,500 (currently, $5,000) in the case of a nonparty multicandidate political committee.
Establishes a provision for the voluntary limitation of contributions from outside the district and from other than individuals in the district of a candidate to the House of Representatives.
