Amends the Alaska National Interest Lands Conservation Act to authorize and direct the Secretary of the Interior, upon request by a qualified applicant for an entry permit, to permit up to two passenger vessels of specified tonnage to cruise in Glacier Bay National Park from June 1 through August 31 annually. Authorizes the issuance of additional entries if the Secretary: (1) has engaged in consultation and received a biological assessment concerning impacts on endangered species required by the Endangered Species Act; and (2) concludes that the number of such vessels cruising such area may be increased.
Directs the Secretary to: (1) study and report to specified congressional committees on the effects of cruise ship operations in such area on whales; and (2) contract with the Arctic Research Commission to conduct such study.
Authorizes appropriations.
