Amends the Harmonized Tariff Schedule of the United States to grant duty-free treatment to video tape recordings of a width not exceeding 16 mm, in cassettes of U.S. origin and valued at no more than $7.00 per pre-recorded cassette. Provides a duty on other types of video tape recordings.
