To amend the Federal Election Campaign Act of 1971 to restrict the amount of money spent on Congressional campaigns, and for other purposes.
Congressional Campaign Fairness Act of 1991 - Expresses the sense of the Congress that campaign expenses and the influence of political action committees have become too great, and that candidates should maximize the amount of contributions from within their States.
Directs congressional candidates to voluntarily limit campaign expenditures.
