Directs the Secretary of Transportatin to enter into a cooperative agreement with the American Association of State Highway and Transportation Officials and the National Academy of Sciences to establish and administer the National Civil Engineering Scholarship Program under which four-year scholarships shall be awarded seniors in high school who enter into a contractual agreement to pursue a course of study leading to a degree in civil engineering and to work for at least four years for a public agency in the area of highway or transportation engineering. Limits individual scholarships to not more than $16,000 per year, of which 25 percent shall be provided from non-Federal sources.
Authorizes appropriations.
