Directs the Secretary of Transportation to carry out a highway demonstration project in the vicinity of Exton, Pennsylvania, aimed at: (1) relieving traffic congestion and gridlock; (2) fostering economic development, job creation, and highway safety; (3) reducing travel time and transportation costs; (4) integrating bus, commuter rail, automobile, and truck traffic; and (5) encouraging additional mass transit development.
Authorizes appropriations.
Specifies the Federal share (100 percent) of the cost of the project.
