Authorizes any participant to submit to the Secretary of Transportation a proposal for an electric passenger vehicle and advanced transit development consortium along with a grant application. Requires the Secretary to award grants to not less than three qualified applicants.
Sets forth eligibility requirements for consortia receiving assistance to design and develop electric passenger vehicle and advanced transit prototypes. Authorizes appropriations.
Directs the Federal Laboratory Consortium for Technology Transfer to report to the Secretary all information in the possession of the Government with respect to technology necessary for the design and development of such prototypes, batteries, and related systems or equipment, and make such information available to interested parties.
Requires national laboratories through the establishment of battery technology working groups to make the development of a commercially viable electric vehicle battery and fuel cell a top research priority, and expedite the commercialization of such technologies.
