To restrict concessionaire contracts for accommodations, facilities, and services in areas administered by the National Park Service, and for other purposes.

Prohibits the Secretary of the Interior or any Federal agency from: (1) entering into a contract or agreement for concessions for accommodations, facilities, or services in National Park Service areas with a foreign citizen, foreign corporation, or other foreign entity; or (2) transferring or assigning such contract or agreement to a foreign citizen, corporation, or entity.

Authorizes the Secretary to waive such prohibition in specified circumstances, and requires publication of the reasons for such a waiver in the Federal Register.
